Mandate and tasks of the guardian

A guardian has an important role in the national or local referral mechanism for children in the host community. A guardian is responsible for referring the child they assist and monitors the referrals made by state authorities and service providers in contact with the child.

A referral mechanism defines the roles of different state and non-state actors who have a responsibility towards a child, in particular with a view to safeguarding the rights and best interests of the child and protecting the child from all forms of violence, exploitation and neglect. A referral mechanism is a multi-professional cooperation and coordination mechanism, in which also the guardian and the guardianship authority have a defined place and role. Referral mechanisms may operate generally for all children in the community and may provide specific referrals and services for unaccompanied children.
